Federal government is the largest consumer of energy in the world, spending approximately $8 billion each year. In the U.S., the Energy Policy Act of 1992 established goals and requirements for Federal facilities. Executive Order 13123 mandates that all agencies reduce energy usage by at least 35% on a square foot basis, compared to a 1985 baseline, by the year 2010. The opportunities to reduce emissions and improve efficiency in facilities, vehicles, and processes are almost unlimited. In Canada, the Public Works and Government Services Canada encourages energy conservation in government facilities.
State, city, town and county agencies are directly responsible for over 36% of the nation's primary energy usage, at a cost of over $232 billion annually. The U.S. Energy Policy Act of 1992 recognizes the leading role that states, cities, towns and counties play in promoting energy efficient technologies and measures. States are mandated to incorporate cost-effective, energy-efficient purchases and are encouraged to meet the national goal of reducing energy consumption by at least 35% by 2010.
